Chinese Government accept suggestion for reduction of Indian export in each year 1912, 1913, and 1914 by one-third of uncertificated opium.

As regards increase of duty, is there any objection to making it take effect from date of signature of agreement, provided that Chinese Government issue on same day

an Imperial rescript imposing an equivalent excise duty on native opium?
